Hurricane season has started: infrastructure can't keep gambling on luck
Mexico's National Weather Service and CONAGUA forecast 18 to 21 hydrometeorological systems in the Pacific this season (May 15 to November 30), including up to 5 major hurricanes. Los Cabos has already set up its Municipal Civil Protection Council — a correct step. But from an engineering standpoint, the real question is different: how many substations, water treatment plants and desalination plants along the corridor have a documented contingency plan, not just an evacuation protocol? Critical infrastructure resilience is designed before the season, not improvised mid-storm.

With 73% progress on Desalination Plant No. 2 (250 l/s) and the La Sonoreña 2 wastewater plant under construction (600 l/s, 915 million pesos in federal funding), Los Cabos finally has a concrete path forward on its water deficit. Our read: this new infrastructure needs to arrive alongside a distribution network and corrective maintenance up to the task — producing water does little good if the network carrying it is dragging decades of leaks. New infrastructure demands new operations.

Between the new 75 MVA transformer at the Central Turbogás substation and the coordination boards between CFE and state/municipal government, there's movement — but blackouts remain recurring news in the region. From an electrical-design standpoint: a system that depends on a single robust generation source has a ceiling. A realistic way forward for BCS combines grid reinforcement, distributed generation and storage (BESS) at the development level — not just more transformers.
